Paralegal – Public Finance / Real Estate

Our client, a highly regarded Houston law firm with an exceptional team of attorneys, is seeking an experienced Paralegal to join their busy and collaborative group. This team is well known for its collegial culture and long-standing reputation in public finance, real estate, and corporate transactions.
Duties and Responsibilities
- Document preparation and management, including uploading, organizing, and storing due diligence materials for review and collaboration with all parties of the transaction
- Monitoring and reviewing transactional documents for the purpose of preparing and updating the closing checklist to track the status of transactional documents and the progression of the transaction
- Drafting and editing lengthy and highly complex documents; drafting legal notices and arranging for publication in newspapers
- Familiarity with file share sites for posting documents; assembling and scanning documents accurately is essential
- Working on post-closing matters such as transaction closing volumes/transcripts; coordinating reproduction and distribution of same to all parties and the Texas Attorney General.
- Assisting with the preparation of entity organizational documents (ie MUDs, WCIDs, LIDs, and other) and filing of same with appropriate agencies
- Collaborate closely with attorney to prepare for meetings, maintain timekeeping, and handle document coordination, ensuring smooth workflows for all legal proceedings.
- Assist with public financing deals and securing critical infrastructure funding for the districts
- Prepare, coordinate, and negotiate interlocal agreements between municipalities and districts
- Review and analyze construction contracts for projects of varying scope and complexity
- Coordinate bond application reports, annexation petitions, and election documentation for MUDs.
- Review bond applications submitted to the Texas Commission on Environmental Quality and Attorney General offices, as well as offer documents for bond sales in the bond buyer markets.
- Prepare, proof, and file legal documents with regulatory entities such as the Texas Commission on Environmental Quality (TCEQ), Texas Attorney General, and county clerks.
- Review and compile public notices, election orders, and meeting agendas for compliance with the Texas Open Meetings Act.
- Manage closing checklists, prepare initial drafts of bond documents, organize, coordinate delivery and collect signatures pages from clients as well as the delivery of such to all parties
- Coordinate and schedule transaction closings, often virtually, requiring familiarity with file share sites and accurate document assembly and scanning.
- Lead and oversee operations of multiple governmental entities, managing diverse participants and complex projects and ensuring deadlines are met and deliverables achieved
- Ensure regulatory compliance, including financial filings and bond applications.
- Act as a liaison between clients, consultants, district engineers, developers, financial advisors, internal teams, outside counsel, vendors, county, state and federal agencies ensure timely submission of required documentation.
- Cultivate and maintain strong relationships with community representatives, consultants, clients, appointed and elected board members, and constituents.
Experience and Skills
- Minimum 3+ years of paralegal experience, with at least 2 years in MUD, special districts, or Public Finance and Real Estate experience
- Outstanding case management and organizational skills, deadline and time-management skills
- Strong attention to detail, research, communication, proofreading and word processing skills
- Multi-tasking plus the ability to multi-task and work independently (with limited supervision)
- A solid aptitude for understanding financial concepts; ability to exercise practical judgement; flexible and highly adaptable
Knowledge of:
- Texas Water Code and TCEQ regulations.
- Bond issuance and public finance documentation.
- Open Meetings Act and Public Information Act compliance.
- Proficient in Microsoft Office Suite, Adobe Acrobat, and document management systems (e.g., iManage,).
